Practical Activities for 1997- 2004

Implementing the decisions taken at the Seoul Meeting of the CCTST on March 1, 1997 all the TSR carriers as well as Port Vostochni reduced in the 1997 their rates by 10%, which now has been modified.
In 1998 at the initiative of the Coordinating Council the Government of the Russian Federation has taken a decision on January 24,1998 on liberalizing of transportation containerized cargo on the sea legs: Japan, South Korea – port Vostochni, that is to create a competitive environment: instead of two companies five shipping companies are presently operating on the TSR sea leg.
Mention should be made that the “Magistral Container Lines” shipping company assisted by the CCTST has relocated two of the their ships from Europe to South East Asia which are presently successfully operating on the line Busan – port Voctochni while providing cargo to the TSR. And what is more important due to introducing market relationships for transporting containerized cargo on the TSR sea leg: ports of South Korea – port Vostochni in 1998 the rates have been reduced by 35% for transit containers and by 50% for bilateral containers. This contributed to increasing volumes of cargo handled via the TSR.
A simplified customs procedure has been applied at Port Vostochni with regard to handling transit containers.
Carrying out the decisions taken at the Budapest Meeting October 31, 1997 the “Chardash” Budapest –Moscow container block train was put into regular operation on December 1997 running through the Ukraine.
After the “Intercontainer-Interfrigo company” in cooperation with OBB/Spedition Holding have joined this Project the traffic via the “Chardash” was survived and volumes are now increasing.

 

Implementing the decision taken at the Bremen Meeting of the CCTST (September, 24-25, 1998) the Ministry of Railways of the Russian Federation has taken a decision early September 1999 to transfer the container block trains into the category of passenger trains while providing adequate technical conditions for running them. When making up the trains at Nakhodka Vostochnaya station an extra wagon shall be included fitted out for accommodating the security guard. Implementing the decision resulted in securing a stable cargo delivery schedule and in reducing the transit time down to 11,5 days to Finland and about 16 days Berlin.
Improving the transportation of cargo via the Transsiberian route and developing competitive rates is undertaken with the single objective, that is - meeting the requirement put forward by the shippers of cargo with regard to the service offered.
On February 12-13 2001 a Presentation of the Transsiberian Line and Transsiberian Service was held in Seoul. The Presentation was arranged by the Ministry of Railways of Russia in Cooperation with the CCTST.
On August 30,2001 a Presentation of the TSR was held by “Intercontainer Interfrigo”, GETO and “Transfrach International” in Cooperation with the CCTST was held Koeln, Germany with objective to familiarize the representatives of Japanese companies accredited in Germany with the Modern TSR Service.

 

On December 18-19,2001 a Presentation of the TSR was held by the Ministry of Railways of Russia in Tokyo to familiarize the Japan Shippers’ Council and the members of the Transsiberian Intermodal Operators Association of Japan with the modern TSR Service.

 

 

The JSC “Russian Railways” in cooperation with the Ministry of Transport of the Russian Federation and the Coordinating council on Transsiberian Transportation have developed a Plan for further improving TSR operations with the objective to attract cargo to the TSR, which is being materialized.
